14 January 1999 - the European Parliament adopts, by 319 votes for, 157 against and 54 abstentions, a resolution providing for the constitution of a Committee of Independent Experts, "mandated to examine the way in which the Commission detects and deals with fraud, mismanagement and nepotism".
The European Parliament voted against censure. The only remaining motion, from Pauline Green (the text of the socialists was withdrawn back after the adoption of this resolution), was rejected by 232 votes against, 293 for and 27 abstentions (626 Members, 552 votes).

Jose Manuel Barroso proposes a new team of Commissioners with two personnel changes (Rocco Buttiglione is replaced by Franco Frattini, and Ingrilde Udre by Andris Piebalgs), and two changes of portfolios (taxation and energy).
